Yeah it's by a Guy called Ted Croner from New York in 1947 I think. A similar photo is the cover of Luna's Penthouse album from 1995 from which Hedgehog and this cover were a single.

Ted Croner, the photographer, only died last year, but 'Taxi, New York Night', the title of the photo on Modern Times, is one of his most well-known shots
